Mr. Phelps’ experience in Healthcare Administration included progressive management and health care positions during a six (6) year period attaining the positions of Vice President for General Services of a 400+ bed acute care facility. He managed 10 department heads and a total of 456 employees.
Mr. Phelps has provided administrative and corporate health law services for a variety of health care entities in the Greater Houston area on issues including, but not limited to: various health care contracts; compliance issues, Stark laws, Fraud and Abuse, Ant kickback laws; EMTALA, HIPAA; and, representation of health care providers on credentialing and licensure issues before state regulatory agencies.
At Texas Woman’s University, Mr. Phelps teaches Health Law, Ethics, Human Resources, Managing the Hospital, Managing the Outpatient Setting, and Long Term Care.
He has also been an Instructor at the University of Texas Health Science Center Medical School at Houston.
Mr. Phelps is admitted to practice before the United States District Court for the Southern District of Texas and the Federal Fifth Circuit Court of Appeals. Mr. Phelps is a member of the State Bar of Texas, the Houston Bar Association, and their corresponding Health Law Sections. He is a past Chair of the Health Law Section of the Houston Bar Association. Additionally, Mr. Phelps is a member of the American College Healthcare Executives, Southeast Texas chapter and serves as the Secretary / Treasurer of the American College Healthcare Executives, Southeast Texas Foundation.
