Purchases from State or
Government Agencies

OVERVIEW
Texas Woman's University may purchase merchandise from the U.S. Government or
any state agency without the requirement of competitive bids. Purchases from
either the U.S. Government or any state agency may be made on a pre-paid basis
with any funding source when accompanied by the appropriate price documentation.
Purchases in excess of $50,000 per fiscal year may be made from other State
of Texas agencies when using state funds (Fund 10), however TWU must have an
Interagency Cooperation (IAC) Contract in place.
PROCEDURE

When purchasing goods or services from State or Government agencies, the
normal purchasing procedures will be followed with the exception of bid
requirements. Competitive bidding is not required.

If the dollar amount of the purchase is greater than $50,000, an
Interagency Contract must be established. The Purchasing Office
requires a copy of the contract. A purchase order will not be created
until a contract is on file.

When prepayment is required, the requesting department must provide
documents that confirm the purchase price and shipping terms to the
Purchasing Office.
