Important changes to your benefits program are outlined in this quarter's newsletter, including the Health Insurance Opt-Out Credit passed by the 79th Session of the Texas Legislature.  Also, please note the dates of the upcoming summer enrollment benefits period from July 24 through August 18.

Thanks to the over 200 staff members that have completed the Staff Training & Development online survey.  It’s not too late to give us your opinion on the future of TWU’s staff training and development needs.

And, finally, thank you for continuing to make our newest employee benefit, the Employees Assistance Plan (EAP) a success.  Remember that your EAP is there for you when the demands of work, home, and life are pulling you in different directions.  Call them - it's free and confidential.

Call in sick when you just feel down?

Don't take these feelings lightly if they persist.  A research study last month from Harvard Medical School discovered that long-term exposure to the stress hormone cortisol contributes to the development of anxiety associated with depression, even if there has never been a history of depression in the past.  If you suspect you are going through a low point or are experiencing higher than usual anxiety, talk to your EAP or health care provider.  Early diagnosis and treatment of minor depression can prevent it from erupting into something unmanageable.

 

 

Summer Enrollment

Summer Enrollment has been scheduled for July 24, 2006 through August 18, 2006. 

If you have a new address please be sure to update before your address in ERS On-Line by June 23, to ensure your Personal Enrollment Statement is sent to the correct mailing address. 

Enrolling on-line is the fastest and easiest method of assuring that you have the exact benefits that you desire.  To enroll on-line you must be able to logon to ERS OnLine.  This requires your email address and a password.  We sent a list of all employee’s email addresses to ERS.  Go to http://www.ers.state.tx.us and follow the instructions on the ERS OnLine sign in page.  A new password will be emailed to you, (if your email is already in the system) or otherwise it will be mailed to you. 

If your email address is not in the system call 512-867-7711 or 877-275-4377 to provide some identifying information and give them your email address to be entered in the system.  

Just a reminder, if you are presently enrolled in TexFlex (Health Care Reimbursement Account or Dependent Care Reimbursement Account) you will have to reenroll. The same thing is true for participants in the SKIP (State Kids Insurance Program).  Current enrollments will end on August 31, 2006 and participants will have to reenroll.

If you are a current participant of the SKIP program it is not too early to start the approval process.  The SKIP Application form can be found at http://www.ers.state.tx.us/Insurance/Forms/SkipForm.pdf.  If you don't have access you can call ERS at 877-275-4377 or TexCare (agency that qualifies applicants) at 800-647-6555.  You can also pick up the forms in the OHR.

 

Keys to Working Together

There's no single cure-all to create harmony in an ethnically diverse work environment.  But the EAP can serve as a safe and effective outlet for individuals to express their work-related concerns or frustrations.  Complaints of discrimination, however, should be addressed through human resources or management.  If employees fee resentment toward others, they can vent to the EA professional and develop new ways to address interpersonal hostilities.  For instance, they can learn strategies to improve how they collaborate in teams and look beyond their differences to achieve a greater good.  At the same time, management can play a role in bringing a diverse workforce together.  By setting an example of tolerance, fairness, and mutual understanding, the organization's managers can send a message for employees to follow their lead.  It's precisely when trouble is brewing that these leaders should speak out about the need for equality, empathy, and shared goals.

New PayFlex Debit Card

During Summer Enrollment for Plan Year 2007, PayFlex, the vendor that works with ERS to administer the TexFlex Program, will unveil a new PayFlex debit card to replace the existing TexFlex Convenience® Card. All Plan Year 2006 TexFlex Convenience®

Cards will expire on August 31, 2006, the end of the plan year.

To receive the new PayFlex debit card by September 1, 2006, employees should enroll in TexFlex through ERS OnLine (making sure they elect the card when enrolling) by 5 p.m. on Friday, August 11, 2006. Employees who enroll and elect the card after that date

may not receive their new PayFlex debit card until September 15, 2006. If an employee’s eligible dependents currently have TexFlex Convenience® Cards, they will also be mailed new cards. The cards will be delivered to the employee’s mailing address in ERS OnLine.

 

 

Discount Hearing Aid Program

HealthSelect participants now can enjoy big savings on digital hearing aids. Blue Cross and Blue Shield of Texas (BCBSTX) has arranged a discount program* through TruHearing, an independent contractor with BCBSTX. This program is available to HealthSelect enrollees, as well as their parents and grandparents who are not enrolled in a BCBSTX plan. 

With the digital hearing aids offered through TruHearing, you simply choose the price level you desire, and then select the style that you prefer within that level.

  The TruHearing program includes a free hearing screening; 45-day money back guarantee; two-year warranty; and 12 months, no interest financing available upon approved credit.  Products and prices may be subject to change without notice. To discuss options, schedule a hearing test, or to find the nearest provider, participants can call TruHearing at (877) 882-2020 toll-free.  Operators are available Monday through Friday, 8 a.m. to 8 p.m.  This is a discount program similar to the Vision Program also offered to HealthSelect Enrollees.

Health Insurance Opt-Out Credit

 Legislation passed during the 79th Session allowed for the Health Insurance Opt-Out Credit, which enables employees and retirees in the Texas Employees Group Benefits Program (GBP) to get money toward optional coverage if they give up their state-provided health insurance. The credit will be available as a Summer Enrollment option with an effective date of September 1, 2006. 

The Opt-Out Credit is a cost savings program for the State which provides an incentive to participants to waive their GBP health insurance in order to receive a monthly credit they can apply toward dental and/or voluntary Accidental Death and Dismemberment

(AD&D) premiums under the GBP. These are the most popular non-taxable benefits in the GBP that do not require evidence of insurability (EOI) to enroll. (Voluntary AD&D is not available to retirees.)

To use the Opt-Out Credit, employees and retirees must be:  1) eligible for the state contribution toward their GBP health insurance (100 percent for full-time employees or retirees, 50 percent for part-time employees or retirees) AND 2) able to certify that they have comparable health insurance coverage (e.g., through TRICARE or another employer health plan).

Individuals cannot participate in the Health Insurance Opt-Out Credit if they are not eligible for the state contribution toward their health insurance premium, such as direct pay participants (e.g.,  COBRA), or adjunct faculty members.

The amount of the monthly credit depends on the employee’s or retiree’s status:

  • Full-time employees can use a credit of up to $60

  • Part-time employees can use a credit of up to $30

  • Retirees eligible for GBP health coverage and the state contribution of 100 percent toward their member health insurance premium can use a credit of up to $60

  • Retirees eligible for GBP health coverage and the state contribution of 50 percent toward their member health insurance premium can use a credit of up to $30

Employees and retirees should carefully consider any decision to decline health insurance coverage.  They may never be able to enroll in the state plan again, depending on their condition.

Terminating Employees

 

Attention All Departments

Do you have an employee, whether staff, faculty or Graduate Assistant (GA, GTA, GRA) who is terminating (or has terminated) their employment with your department? 

 

If so, please be sure to complete a terminating PTF as soon as possible.  The Office of Human Resources is required to notify the Employees Retirement System (ERS) when an employee terminates their employment so that their insurance coverage is terminated the last day of the month in which they work their last day.  If we do not notify ERS of the employee’s termination, TWU continues to be responsible for payment of that employee’s insurance premiums until ERS is notified. 

 

Please note:  just because the Graduate Assistant’s initial PTF has an end date on the assignment does not mean that they are automatically terminated in the system on that date.  They remain in the system as an employee until a terminating PTF is done.

Overweight and Obesity

During the past 20 years, obesity among adults has risen significantly in the United States. The latest data from the National Center for Health Statistics show that 30 percent of U.S. adults 20 years of age and older—over 60 million people—are obese.
This increase is not limited to adults. The percentage of young people who are overweight has more than tripled since 1980. Among children and teens aged 6–19 years, 16 percent (over 9 million young people) are considered overweight.

These increasing rates raise concern because of their implications for Americans’ health. Being overweight or obese increases the risk of many diseases and health conditions, including the following:

  • Hypertension
  • Dyslipidemia (for example, high total cholesterol or high levels of triglycerides)
  • Type 2 diabetes
  • Coronary heart disease
  • Stroke
  • Gallbladder disease
  • Osteoarthritis
  • Sleep apnea and respiratory problems
  • Some cancers (endometrial, breast, and colon)

Although one of the national health objectives for the year 2010 is to reduce the prevalence of obesity among adults to less than 15%, current data indicate that the situation is worsening rather than improving. A Big Thanks!!

The Office of Human Resources is partnering with Staff Council to determine staff training needs. The week of June 19 saw the distribution of a survey to all TWU staff regarding training needs.  This survey will help in the development of future training programs designed to meet the needs of the TWU staff community.

To date, 203 surveys have been completed!  We thank you for your contribution!

The survey will be available online until 5:00 p.m. on Monday, July 17th.  If you have not yet completed the survey, we ask that you take a few minutes and simply click on the link http://www.surveymonkey.com/s.asp?u=640112093128  to take the survey.  It is an anonymous survey and requires approximately 10 minutes to complete.

New Staff Performance Evaluation Update

If you attended Staff Development Day (what a great event!!), you heard the HR presentation updating the University on the progress of the New Staff Performance Evaluation system.  If you weren’t able to attend, here’s what you missed:

  • The roll-out for the new system has been moved out to September 2007.

  • A division has been selected to “test” the new system beginning this September.

Oracle Update

 

 

Important Reminder: 

Employees working as a GRA, GA, GTA, on-call or in a temporary position including visiting faculty, adjunct faculty and all grant funded positions during the 2005-2006 year must be reappointed for any portion of the appointment that will extend beyond August 31, 2006.  These employees and positions do not appear in the operating budget and must be processed by a Personnel Transaction Form (PTF) or template (for academic departments, as applicable). 

Please complete a PTF to reappoint any employee who will continue working in the above categories during the 2006-2007 fiscal years. 

Communication regarding employee data within Oracle often involves the following terms:  assignment, job and organization.  The following are brief descriptions of these words as used within the Oracle modules.

 Assignment

An employee’s assignment identifies their role within the University. The assignment is made up of a number of assignment components including the organization (department), dates of appointment, job, position, pay grade, type of payroll (salaried or hourly), campus location, etc.

 Organization

An organization is the employee’s department at Texas Woman’s University.

 Job

A job is a generic role within the University, which is independent of any single organization (department). For example, the jobs "Adj Faculty" and "Assoc Clin Prof" can occur in many organizations, not just one organization.  Each employee is assigned a job within the Oracle HR module which assists in identifying the employee’s role within the organization, such as faculty, staff or student employee.

Top Hiring Tips ...

to hire better people ... faster!

As the labor market tightens up and the hiring activity continues to increase at Texas Woman’s University, consider the following tips to hire the best candidates for your positions:

  1. Know what you are looking for in an “ideal” candidate before you start.  It’s easy to jump into the hiring process without identifying the best competencies needed for the position. Competencies are skills, motivation, and behaviors that define the abilities needed to excel in the position. Hiring managers should have a clear vision of job success and what competencies will work best with their team.  
  1. Reduce delays in the hiring process.  Often the longest delays occur during the screening and verification process.   These delays are unproductive and may cause you to lose talented candidates.  Once a vacancy has been posted, please review your qualified candidates, schedule interviews, and complete reference checks in a timely manner.
  1. Decide what sets working in your department at the university apart and market it.    Working at TWU and in your department has distinct advantages.  Approach the competition for employees the same way the marketing/ admissions departments approach the competition for students.  Why would a candidate want to work for you over another employer?  Make a list that spells this out –be sure to include information about training opportunities, career growth, job flexibility, or the benefits about working in higher education.
  1. Consider the “can do” and “will do” factors.  When screening and interviewing qualified candidates for a vacancy, be aware of the position characteristics and what an applicant will do for the job.  New employees often discover too late that they “really” do not enjoy working flexible hours, they have difficulty working with teams, or the position may be too stressful.  To avoid turnover and improve post-hire satisfaction and performance, assess motivational factors up front and explore any mismatches that may be present before making a final decision.
  1. Hire an all-around player – the position may evolve or change over time. With technology changes and today’s fast paced work environment, jobs change constantly.  Although you may need candidates with specialized skills, to increase your long-term options, you may also want to screen for candidates who have a strong desire to learn, are flexible, or have a wider range of experience.

Have you signed up for Direct Deposit yet?  If not, please log on to the payroll website (http://www.twu.edu/humanresources/payroll) to access the Direct Deposit form to begin taking advantage of the following direct deposit benefits:

Home Address Changes 

Please ensure that your home address is accurate.  Your address will show on your on line Payslip.  If changes are necessary, please complete an Address Change form located on the Payroll website (http://www.twu.edu/humanresources/payroll).

ROUTINE REMINDERS FOR SUPPORT STAFF:

 

 

  • Remember to submit TERMINATION PTF's for employees that are no longer working. 

 

  • Please have new employees come to the Office of Human Resources to complete a Payroll packet on their First Day of Employment.  If employee is off working at another site and will not be able to come to campus at all, call HR and we will mail the payroll packet to the employee.  Employee can get the I-9 Form notarized by a public notary and mailed back to us. REMEMBER:  Departments will not be able to pull the new employee up on the on-line PTF screen until employee’s demographical information is entered by HR.

 

  • Departments that need a position title built in the Oracle system, please contact Estela Long at elong@twu.edu.  If a position is not in the Oracle System, you will not be able to pull it up on the on-line PTF screen when assigning it to an employee.

 

  • Department that have a department name change, please notify the Office of Human Resources so changes can be made to the Oracle System.

 

  • If an employee has resigned from the University, please have employee submit a resignation letter and forward a copy to the Office of Human Resources.  And please initiate an on-line Personnel Transaction Form so we may remove them from an active status.  For academic departments, please submit your termination PTF to Academic Financial Services for on-line processing.

  

 

  • Request for name changes: You must provide HR with a copy of your new social security card reflecting your new name.

 

  • Personnel Vacancy Forms (PVF): Please route these forms through appropriate signature channels.

 

  • Departments hiring temporary staff employees:  Please remind these employees that hourly paid employees get paid once a month just like regular staff.  The pay period for hourly employees is the 16th of the month through the 15th of following month to be paid the first business day of the following month.  For example:  A temporary employee starting on June 1 will get paid for hours turned in from June 1 through June  15 to be paid July 1.  Any hours turned in from June 16 through June 30 will get paid on August 1.

 

  • For departments that hire student assistants, please remember to submit a MEMO to Career Services with notification of effective date of termination upon resignation or completion of work assignment.
