SUBJECT:                Selective Service System (SSS) Registration

PURPOSE:

 

The purpose of this policy is to implement procedures in compliance with HB 558 of the 76th Legislature.

 

POLICY/PROCEDURE:

 

Texas Woman’s University may not hire a person as an employee if the person is one of the age and gender that would require a person residing in the United States to register with the Selective Service System (SSS) under federal law, unless the person presents proof of the person’s: (1) registration with the SSS as required by the federal law; or (2) exemption from registration with the SSS.

 

All men must register with the selective service.  The exceptions to this rule include: nonimmigrant aliens on student, visitor, tourist, or diplomatic visas; men on active duty in the U.S. Armed Forces; cadets and midshipmen in the service academies and certain other U.S. military colleges.  All other men must register upon reaching age 18 (or before age 26, if entering and taking up residence in the U.S. when already older than 18).

 

Disabled men, clergymen, and men who believe themselves to be conscientiously opposed to war must register because there is no draft in effect, nor is there a program to classify men at this time.

 

SSS registration verification does not apply to a person employed by TWU before September 1, 1999, as long as the person’s employment by TWU is continuous.  A break in service September 1, 1999 or after requires proof of selective service registration or exemption to be eligible for rehire.

 

Effective September 1, 1999 Texas Woman’s University may not hire a male born on or after January 1, 1960 unless he presents proof of

 

(1)        registration with the selective service system (by presenting a selective service system registration acknowledgement card) or

(2)        exemption from registration with the selective service system.

 

This policy applies to all TWU employees including faculty, temporary employees and student assistants.

 

During the TWU job application process or search committee process the attached form, Proof of Selective Service Form, must be completed and include supporting documentation showing proof of registration or exemption.  The form, Proof of Selective Service Form, for faculty and staff will be maintained by the Office of Human Resources and placed in the employee’s personnel file. 

 

No offers of employment may be made without appropriate proof of SSS registration or exemption in accordance with this policy.  Only the selected candidate will be verified using the SSS registration.  Graduate Assistants may be hired contingent upon proof of SSS registration requirements. The Department of Career Services will verify proof of SSS registration, prior to hiring, of any student assistants.

 

Employment offers can be withdrawn if registration of Selective Service can not be verified.  The employee will have five business days to provide proof of registration in order to maintain employment.
