PURPOSE:
Texas Woman's University (TWU) provides to faculty and staff training and
development opportunities within the availability of funds and as authorized
under the State Employees Training Act. Training and development at TWU is
designed to meet the needs of the individual employee in relationship to the
mission of the University. Training and development opportunities are offered to
employees in association with the proper performance of their assigned tasks and
professional development. Training and development is offered to employees
without regard to race, color, religion, sex, national origin, age disability or
veteran status.
GENERAL INFORMATION:
The State Employees Training Act provides that the University may use public
funds to provide training and development opportunities related to either
current or prospective duty assignments.
TWU training and development programs are offered on each TWU campus to provide
employees the opportunity to enhance current job skills and participate in
professional development. Training programs include workshops, seminars, and
activities to assist employees to properly perform assigned tasks, supervise
others, become familiar with and understand University policy and State
regulations, and increase her/his level of competence.
Additional training and development programs, workshops, seminars, etc that are
held at locations off campus or out of state, may be authorized by the
University for employees to improve job related skills and knowledge.
College courses, internships, and other special programs offered internally or
outside the University maybe authorized for faculty and staff job related
training and development purposes.
Before a state employee receives training that will be paid for by the
University and during which the employee will not be performing their regular
duties for three months or more, the agency shall require the employee to agree
in writing, before the training begins, to comply with the prescribed
requirements.
Employees must work for the agency following the training for at least one month
for each month of the training period or pay the agency for all the costs
associated with the training period including any amounts of the employee's
salary that were paid and that were not accounted for as paid vacation or
compensatory time.
Such requirements maybe waived by agency governing bodies under certain
circumstances. The governing body may release a state employee from the
obligation if it finds that such action is in the best interest of the agency or
is warranted because of an extreme personal hardship suffered by the employee.
Otherwise the state employee is liable to the University for any costs and for
the University's reasonable expenses incurred in obtaining payment.
Authorization:
Authorization of expenditures for training and development from state
appropriated funds must be related to an employee's current duties or duties
following the training. Training means instruction, teaching, or other education
received by a state employee that is not normally received by other state
employees and that is designed to enhance the ability of the employee to perform
the employee's job. The term includes a course of study at the University as
defined by Section 61.003, Education Code. The term does not include training
required by State or Federal law or that is determined necessary by the agency
and offered to all employees of the University who are performing similar jobs.
TWU training and development programs maybe authorized by the employee's
immediate supervisor and/or department. Off campus programs maybe authorized by
the immediate supervisor, department head, dean or director. The department
head, dean or director and vice president authorize college degree programs. The
department head, dean or director, and vice president authorize internships and
other special programs.
