PURPOSE
The purpose of this TWU Human Resources Operating Policy and Procedure (TWU OP)
is to establish the policy for hiring temporary employees.
DEFINITION
A temporary employee is defined as one who is employed to work less than four
and one-half months. Temporary assignments are usually seasonal in nature and
may include periods during student registration, vacation and holiday relief,
and emergency assistance. Temporary employees are paid on an hourly basis and
are not eligible for University benefits.
POLICY
Temporary employees must be employed for a period of less than four and one half
months. Temporary assignments for an individual will not be renewed to equal or
exceed four and one half months. Employment equal to or more than four and one
half months requires that the position be established as a regular position.
Temporary employees may be hired in one of two methods.
(3) Departments may request
assistance from the HRD to recruit a temporary
employee from the TWU applicant pool.
(3) Departments may hire a temporary
employee through the temporary
employment agency that holds a current contract with TWU. Contact HRD for
information on the current contractor.
Request for temporary employees must be approved by the appropriate divisional
vice president. Departments are encouraged to use TWU students for temporary
assistance as much as possible. Departments may hire students by contacting the
Student Placement office directly. However, the maximum number of work hours per
week is normally limited to fifteen (15).
PROCEDURE
A. Outlined below are the steps to follow when hiring a temporary employee
from
an employment agency.
(1) Prepare a Purchase Order (P.O.);
(2) The P.O. must be approved by the appropriate
divisional vice president
before a P.O. number is assigned.
(3) Contact the Purchasing Office to obtain a
P.O. number.
(4) Contact the temporary employment agency; (TWU
has a contract with a
specific employment agency. Only this agency should be used. Call the
Purchasing Office or the Office of Human Resources (OHR) for the name of
the agency to contact. Agencies may vary depending on the location of the
TWU Center.)
(5) Give the temporary employment agency
the P.O. number and define the type
of employee needed.
The OHR or the Purchasing Office will provide information on the type of
positions that may be obtained from the agency and the cost per hour according
to the contract. These employees are funded from your M & 0 budget.
B. Departments may hire temporary employees from the TWU
HRD applicant pool
by following the steps outlined below.
(1) Submit a
Personnel Vacancy Form to the OHR.
The
Request For Temporary Personnel must have prior approval of the
appropriate divisional vice president.
(2) The OHR will assist departments
in obtaining a temporary employee.
Temporary employees will be paid according to the base of the pay range for
the classification.
(3) A temporary employee hired
through the OHR will be paid on the hourly
Payroll. The department completes a Personnel Transaction Form (PTF) and
submits the PTF through administrative channels to the OHR. Normally, the
hiring department's hourly wages account will be the source of funding.
The OHR may not always be able to locate a suitable temporary applicant
immediately; however, OHR will assist and advise the department on a
suitable approach to temporary help.
