The College of Education and Human Ecology strives to provide each student with a liberal education, professional study, and an orientation to formal inquiry. All graduate programs are designed to prepare the student to assume the role of a responsible citizen, a skilled and contributing professional, and a seeker of knowledge. Programs in the College of Education and Human Ecology are accredited by the State Board for Educator Certification.

The College of Education and Human Ecology provides graduate programs leading to the Master of Arts, Master of Education, Master of Science, Doctor of Education, and Doctor of Philosophy degrees. Programs within the College are aligned within four departments:

    Programs in the College of Education and Human Ecology are housed in the Human Development Building (HDB) and in the Multipurpose Classroom Laboratory Building (MCL). A special facility housed in the Mary Evelyn Blagg Huey Library is the Teaching Materials Center. The center offers student access to State- adopted textbooks, curriculum guides, and other materials used in public schools in Texas.

    Primary facilities for research and practicum in child development and family sciences are located in the Child Development Center, the Nursery School, and the Marriage and Family Counseling Clinic.

    University Teacher Education Program

    The University is committed to a strong and thorough program for the preparation of teachers. Although the program is comprehensive, emphasis is particularly placed on multicultural education, on an effective liberal arts base for all teachers, and on the preparation of students for positions of leadership in all levels of education.

    The Dean and the faculty of the College of Education and Human Ecology coordinate the teacher education program. Policies for teacher education are debated and approved by the Teacher Education Council. This Council includes representatives from all academic specializations as well as from the College of Education and Human Ecology. Academic advising is available to each student from both the academic specialization and the College of Education and Human Ecology.

    Each student who wishes to pursue a Texas certificate to teach in the public schools should contact the Office of Teacher Education (940-898-2202/MCL 408) to arrange for a deficiency plan to be prepared. A processing fee is charged for the preparation of the plan. A cumulative GPA of at least 2.75 is required before a plan may be prepared.

    The deficiency plan will be based upon an evaluation of all transcripts and will specify the courses to be taken in order to meet certification requirements. Effective September 1, 1991, passing scores are required on the Texas Academic Skills Program (TASP) before enrolling in professional education course work.

    Informational sheets entitled "Certification Options at TWU for Individuals with a Bachelor's Degree who are Seeking Initial Texas Teacher Certification" are available upon request from the Office of Teacher Education (MCL 408). Applications for post-baccalaureate students for admission to the Teacher Education Program also are available in MCL 408. The Teacher Education Program is described in the 1999-2001 General Catalog beginning on page 313.

    Beginning February 1, 1986, in order to be approved for a teacher's certificate, additional teaching fields or areas of specialization, or endorsements, persons, including those holding a valid out-of-state certificate, shall be required to achieve a satisfactory level of performance (70 scaled score) on one or more ExCET examinations prescribed by the Texas State Board of Education.

    Beginning February 1, 1987, in order to be approved for certification as a superintendent or other administrator, or for other certified professional positions, persons, including those holding a valid out-of-state certificate, shall be required to achieve a satisfactory level of performance (70 scaled score) on an ExCET examination prescribed by the Texas State Board of Education.

    Effective September 1, 1989, no new Texas Education Agency evaluations or college or university plans based on standards established prior to the 1987 Standards for Teacher Education may be prepared.

    Effective September 1, 1982, the State Board of Education rule gives the Commissioner of Education the authority to suspend or revoke a teaching certificate, or refuse to issue a teaching certificate for a person who has been convicted of a felony or misdemeanor for a crime directly related to the duties and responsibilities of the teaching profession.

    EDUC 5003. The Ecology of American Schools. Critical examination of the impact of family, the multicultural community, public policy, court decisions, and special populations upon schools, teachers, and learners. Particular emphasis on educational philosophy, ethics, issues, and professionalism. Prerequisites: Passing TASP scores and 2.75 GPA for certification. Three lecture hours and one laboratory hour per week. Credit: Three hours.

    EDUC 5023. The Learning Process. Contemporary perspectives on teaching-learning processes and learning environments. Related research on individual learner differences and development of the learner. Application of learning theory in the classroom. Prerequisites: Passing TASP scores and 2.75 GPA for certification. Three lecture hours and one laboratory hour a week. Credit: Three hours.

    EDUC 5043. Instructional Planning for Effective Teaching. Analysis of theories and research on planning for diverse learning needs. Emphasis on instructional strategies, resources, technology, and evaluation in implementing the lesson cycle. Prerequisites: Teacher certification or passing TASP scores, 2.75 GPA, and one of the following-EDUC 5003 or EDUC 5023. Three lecture hours and one laboratory hour a week. Credit: Three hours.

    EDUC 5063. Instructional Delivery and Management. Advanced concepts and processes for implementing instructional plans. Utilization of classroom management strategies to create appropriate learning climate. Modeling of research-based effective teacher practices. Focus on self-appraisal, reflection, and evaluation for teacher development. Prerequisites: Teacher certification or passing TASP stores, 2.75 GPA, and one of the following-EDUC 5003 or EDUC 5023. Three lecture hours and one laboratory hour a week. Credit: Three hours.
