PARKING REGULATIONS
NOTE: YOU MUST HAVE A PARKING PERMIT TO PARK ON CAMPUS!
Texas Woman's University has parking space available for student, faculty,
and staff members who bring motor vehicles to the campus. Because the use of a
vehicle on the campus is considered a convenience, the university does not
furnish unlimited parking space to accommodate all vehicles.
Lack of parking space does not justify violation of any parking regulations.
Vehicles must be parked between two parallel white lines. Vehicles must be
parked in appropriate zones as designated by the parking permit during zone
enforcement hours. Between 4 p.m. and 9 p.m. vehicles, with a valid parking
permit, may be parked in any zone except visitor and reserved.
Parking area curbs are color coded blue, gray, auburn, green and black to
correspond with the areas designated on the map which accompanies these
regulations. Curb color always takes precedent over map designations.
Vehicles should be locked, and keys and valuables should not be left in them.
The university does not assume responsibility for the protection of motor
vehicles or the property they contain. Police and parking services are available 24-hours, seven-days-a-week to the university community.
MOTOR VEHICLE REGISTRATION
Each full or part-time student, faculty, staff or Wellness Center member who wishes to park a vehicle on university-controlled property must complete a vehicle registration card at the DPS Parking
office, pay a fee, and receive an appropriate parking permit (decal) which assigns the vehicle to a designated area or areas for parking. Only vehicles with current license plates and in operable
condition may be registered for parking. Dallas members may purchase a decal at the Parkland DPS office. On motorcycles, the decal is to be placed on the front fork where it is clearly visible. On
motor vehicles, the decal should be placed on the inside of the front windshield on the passenger side with the number facing out. The decal may not be affixed by tape or other unauthorized
materials. All of the protective cover on the decal must be removed and the decal totally attached to the window. Parking permits are not transferable from one vehicle to another. A member of the
student body, faculty, or staff may not purchase a decal that does not pertain to his or her classification. One vehicle cannot display two types of valid TWU decals. Proof of vehicle ownership is
required before purchasing a second decal. The registrant of a vehicle is responsible for its safe operation and proper parking, regardless of who is operating the vehicle. Permanently
handicapped persons who have a state issued handicapped designation and a TWU
parking permit may park in any handicapped space or other legal zone.

If a student withdraws from the university and the parking decal has not been used, a request for refund may he made at the Department of Public Safety.
A payroll deduction plan is available to exempt and non-exempt faculty and staff.
RESERVED SPACES
Parking spaces may be reserved for the President, Vice Presidents, and certain administrators as designated by the President. Spaces are also reserved for state vehicle use at various campus
locations. In extraordinary situations, if a faculty or staff member has a state issued handicapped designation, the University Traffic Committee may grant the member a reserved handicapped space.
Reserved spaces are reserved for the designated individual 24 hours per day, seven days a week.
TEMPORARY PERMITS
In extraordinary circumstances, the DPS office may issue temporary permits to students, faculty,
and staff members who have purchased a parking permit wishing to park unregistered vehicles on
campus for short periods of time.
It is the responsibility of the driver to obtain the temporary permit prior to parking the
vehicle on campus.
VISITORS
Visitors to the Texas Woman's University may obtain a one-day visitors parking permit at the University Information Booth. Multi-day permits must be obtained at the DPS office. Students,
faculty, and staff are not allowed to park in visitors' spaces between the hours of 7:00 a.m. and 9:00 p.m. Persons or organizations planning activities which involve campus parking should notify
the DPS office at least one week prior to the event so that the office can establish necessary traffic control measures and facilitate proper visitor parking.
TRAFFIC VIOLATIONS
All of the general and criminal laws of the State of Texas are declared to be in full force and effect within the areas under the control and jurisdiction of the Texas Woman's University. TWU
uniformed personnel are authorized to enforce state, city and TWU moving vehicle and parking laws and regulations and to issue an appearance citation for any violation of such laws. Citations for
violations of university regulations may be cleared by the payment of the appropriate fine at the DPS Parking office. Citations issued in Dallas may be cleared at the Dallas DPS office. A student
or employee is responsible for parking citations issued to vehicles registered to their immediate family. All outstanding fines must be paid before purchasing a parking decal.

A one time reduction of 50% on a failure to register citation may be given with the purchase of a current decal. All late fees will apply.
PENALTY FOR FAILURE TO PAY FINES
It is the responsibility of the registrant of a vehicle to clear any ticket with the Parking office or in Dallas at the DPS office within ten (10) days from the date of the citation.
Failure to pay a fine will result in the addition of a $15.00 late fee per citation and the university's withholding a student's transcript and blocking future registration. A vehicle is subject to
impound when found in violation after having accumulated three (3) past-due citations. The registrant must pay all citations, and all fees, to reclaim the vehicle.
IMPOUNDMENT / BOOTING
The cost of booting and/or impounding vehicles is to be paid at the Parking office. The university is not, nor shall any of its authorized personnel, be liable or assume any responsibility for any
loss or damage resulting from a vehicle being impounded or booted. The university does not charge a student account for this cost.

TRAFFIC APPEALS BOARD
If the recipient of a citation believes that it is unwarranted, he or she may request a review
by the University's Traffic Appeals Board. The appeal must be filed at the Parking office
within ten (10) days from the date of the citation. The Appeals Board will notify the
appellant of its decision. Within ten (10) days after receiving this decision, the
appellant may request the Chairman of the Board to set a date for a personal appearance
to present additional pertinent evidence if he or she is dissatisfied with the board's
ruling. The decision of the Appeals Board is final. Impoundment/booting fees are not appealable.
RULES CONCERNING BICYCLES

| 1. Bicycles shall be operated in accordance with the
traffic rules and regulations of this university and with state and local laws.
|
| 2. Bicycles shall not be permitted inside classroom buildings or on lawns or sidewalks.
|
| 3. Bicycles shall not be permitted inside residence halls. |
| 4. Bicycles should be secured by lock to a bicycle rack when not in use. |
| 5. Bicycles should not be secured in a manner that block passageways. |
| 6. Bicycles must display a free University registration decal issued by TWU DPS. |
MOTORIZED SCOOTERS
1. Motorized scooters, except those designed for and used exclusively by a
handicapped person, are prohibited from being in any University building.
2. Motorized scooters cannot be operated on any campus roadway unless it meets
all the legal requirements of a motorcycle.
3. Motorized scooters cannot be operated on any campus sidewalk.
4. Motorized scooters must have a free registration issued by TWU DPS.
ROLLERBLADES / SKATEBOARDS
Rollerblades, skateboards, roller-skates, etc. are prohibited on all portions of the central Denton campus. The area is designated by signs and is generally bounded by Oakland Avenue, Bell
Avenue, Chapel Drive and Texas Street.
DEPARTMENT OF PUBLIC SAFETY
UNIVERSITY POLICE OFFICERS ARE COMMISSIONED P0LICE OFFICERS WITH ALL THE POWERS OF PEACE OFFICERS AS AUTHORIZED BY THE TEXAS EDUCATION CODE. The Department of Public Safety is located in
Hubbard Hall, 301 Administration Drive, across from the Registar's Office, telephone 940-898-2911. In Dallas the office is located on the first floor of Faye Pannell Hall, telephone 689-6666.
All thefts, accidents, offenses, and incidents that occur on the TWU campus should be reported immediately to the DPS office or the officer on duty.
Police personnel are glad to assist students, faculty, and staff members in any way possible. Services such as jump starts and unlocking vehicles are provided by the department, as time
permits. However, jump starts will not be provided in inclement weather. Department personnel do not change flat tires, push cars or perform any major automotive service. The Department of Public
Safety will seriously consider suggestions for improvement in its policies and regulations.
The university reserves the right to change any or all parts of these regulations as necessary. All changes will be published in THE LASSO.

- BICYCLE: Any device having at least two (2) tandem wheels, propelled by human power
- DECAL ZONE ENFORCEMENT HOURS: 7:00a.m. to 4:00p.m., Monday through Friday
- DECAL ONLY ENFORCEMENT HOURS: 4:00p.m. to 9:00p.m., Monday through Friday
- CAMPUS OR UNIVERSITY PROPERTY: All properties under the jurisdiction of Texas Womans University
- FACULTY MEMBER: Instructor, Assistant Professor, Associate Professor, Full Professor,or Adjunct Professor
- VEHICLE OR MOTOR VEHICLES: Automobiles, trucks, motorcycles, motorbikes, and motorscooters
- VISITOR: A person who is neither an employee, student or Wellness Center member at Texas Woman's University
- SPEED LIMIT ON CAMPUS: 15 miles per hour
